Public Records Requests

LRAPA is committed to providing full access to all public records in accordance with Oregon’s Public Records Law and agency regulations. A request for public records is a public record itself and is subject to disclosure under the law.

Requesting Public Records

LRAPA encourages reviewing information available on this website before submitting a records request. Public records law does not require LRAPA to create new public records. Nor does it require LRAPA to disclose the reasoning behind agency actions; answer questions about LRAPA records; analyze LRAPA records; or perform legal research to identify records that are responsive to a request.

Each request should include the following information:

  • Requestor’s name
  • Mailing address (if you would like the records mailed)
  • Email Address
  • Daytime phone number
  • Date and time of request (for mail-in requests only)
  • Nature of the request, specifically identifying the public records being requested

Submission

All record requests must be submitted through this record request webpage or made in writing and mailed or delivered to LRAPA’s office at 1010 Main St. Springfield, OR 97477. Only written record requests are accepted.

Fees

For copies of agency records, there is a $0.15 per-page fee for standard black and white photocopies and a $0.10 per page fee for scanned copies after the first 50 pages. Additional fees may apply for postage and nonstandard copies such as color copies, oversized documents, and photographs.

Fees may also include cost of staff time to collect, review, and provide requested records.

Timeline

LRAPA policy is to provide requested records within five business days of receiving the records request. In instances when a timeline is expected to take longer than five business days, LRAPA will acknowledge the request within five business days and provide an expected timeline to fulfill the request. The business day the request is received is considered “day one,” not the date the request was submitted.

If LRAPA determines a payment of fee is required prior to completing a records request, this notification will be provided within five business days of receiving the records request. Record collection will not begin until the fee is paid. If no response is received to the fee estimate or clarifying question within 60 days, LRAPA will close the request.

Records Request
Please describe the nature of the request, specifically identifying the public records being requested. LRAPA encourages as much specificity as possible in the request to enable the Agency to more efficiently locate and provide the requested records.
